Read the passage. In recent years, rooftop gardens have become increasingly common in large cities. Originally, they were created mainly for decoration, but planners now recognise several practical benefits. A green roof absorbs rainwater, which reduces pressure on drainage systems during storms. It also insulates the building: in summer the plants keep the rooms below cooler, and in winter they help to retain heat, so energy bills fall. Some gardens are used to grow vegetables, and restaurants in a few cities buy produce directly from the roofs above their kitchens. However, rooftop gardens are not cheap. The structure must be strengthened to carry the extra weight of soil and water, and regular maintenance is required. For this reason, many city councils now offer grants to building owners who install them. Critics argue that the money would be better spent on parks at ground level, though supporters respond that roofs are unused space that would otherwise be wasted. True, False or Not Given?
